It is preferable that you notify your local Department for Employment Services (DES) office at least 5 days prior to layoff.

It is also preferable that no later than 3 days prior to the start of the layoff, you send a file (in the format provided) to DES via e-mail.  This file shall contain only the employees that are being laid off temporarily.  Employees laid off permanently or discharged should not be included.

Instructions for using the automated benefits exchange will be provided to distribute to the employees affected, enabling those employees to call in their payment request.

Following the start of the layoff, employees affected will receive a "monetary determination" and pay order card in the mail.  if an employee does not receive these items or if it appears all wages are not considered in the determination, they shall contact the local DES office.

Unemployment is considered to be taxable income by the IRS.  Federal Tax withholding (10% of the weekly benefit amount) can be done if requested.  By default this tax will not be withheld from benefits unless requested by the affected employee.  The employee may contact the local DES office after receiving the pay order card but prior to calling the automated system.

If employees are receiving any pay from you during the layoff week for work performed that week, holiday, or vacation pay, you the employer may provide this information to DES using the format provided.  This is an optional entry for the employer but reduces the risk of the employee reporting incorrect or incomplete information and therefore generating an incorrect benefit amount.

Employees will call in their payment request at the end of 2 weeks.  They will answer questions asked by the automated system and their benefit check will be generated and mailed the following day.

A claim status report will be e-mailed to you that will provide the amount of unemployment compensation received by the employees and the time period for which it was received.  This information can be generated using the layoff file provided by you or you may request a separate file that contains the social security numbers of your employees.  This report will enable you to track benefits of employees.
